Question on protective cover for PTO shaft

Is the plastic protective cover that extends from the pto to the gearbox on a field mower (or any other attachment for that matter) supposed to rotate? Mine mounts to 2 nylon rings on either end of the actual shaft that are free to spin on the shaft. There's a small chain on the end closest to the tractor. Is this chain just to keep the shaft lifted when not in use or is it to be connected to something to prevent the plastic shaft cover from turning?

The chain is there to keep the plastic shaft cover from rotating. Loose items can get wrapped up in any rotating shaft. ....
